こういう漢字の使い方を万葉仮名と言います。 古墳時代の雄略天皇陛下も使うてはった、現存するわが国最古の固有表記法です。

使うてはった seem to be 関西弁. See for the long vowel in the verb this Wikipedia section. はる seems to be honorific, perhaps like いらっしゃる.
